How can you give yourself a pedicure?

I want to make my feet look nice and smooth not ashy all the time lotion does not work on my skin because my skin is very dry. I mean very dry.How can you give yourself a pedicure?
I believe I read somewhere from someone on here actually that said you can lotion up your feet like you normally do at night, put a sock on your feet overnight and it keeps the moisture in.. Also, use a better foot cream and not just a standard skin lotion.
